Back from Britain: Defiant PM returns home to discuss detailed SC verdict

A defiant Prime Minister Yousaf Raza Gilani landed back in the capital late Sunday night vowing to not back down in the face of political pressure calling for his removal.
Returning to the country for the first time since the Supreme Court released a long awaited detailed order on his contempt case, the prime minister told The Express Tribune that he would soon be consulting his legal team regarding the judgment – and whether they would appeal the verdict or go for a review.
Interestingly, the prime minister did not rule out the possibility of not filing a review or an appeal – giving credence to reports that the government will maintain the line that the conviction would necessarily entail disqualification.
Speaking to The Express Tribune in a brief one-on-one meeting on the flight back to Islamabad from London, the prime minister said he knew that the order would be released when he was in the air. “It’s all in front of you. You can see it for yourself.” Because of this, he said, the courts have been “exposed”.
“I took a stand, and I will continue taking a stand,” he said – adding that the events of the last few weeks had resulted in an outpouring of support for his party.
The result is there for everyone to see, he said, calmly gesturing an upward trend with his hand. He also took the opportunity to reiterate that he would not listen to the verdicts of the “Sharif courts” – referring to the calls by the principal opposition, the Pakistan Muslim League-Nawaz (PML-N), to step down.
He said despite the opposition’s best efforts, he was accorded hospitality and respect during his trip to the UK. The cradle of democracy, he said, had shown confidence in him, voicing satisfaction with the outcome of the state visit.
The prime minister’s five-day trip had generated tremendous controversy back home because of his conviction.
The visit is being seen as successful, given some important meetings and even a joint statement by the prime ministers of Britain and Pakistan.
The joint statement recognised Prime Minister Gilani’s role in reviving democracy and even noted that he had become the longest-serving civilian prime minister in the country’s history. The British prime minister even stated that any enemy of Pakistan is an enemy of Britain and vice versa – a key statement at a time that Pakistan is facing the prospect of isolation from the US and its allies due to the continued closure of Nato supply routes.
Aside from this, Premier Gilani also held some key meetings with investors at the London Stock Exchange and the headquarters of global banking giant Standard Chartered.
There were expectations of big protests in London upon the prime minister’s arrival. However, the protests were muted, and barely visible when they did occur initially.
Reports had it that PML-N leader Nawaz Sharif had asked his party not to create too big a scene in London. The last day of the trip saw a small protest by activists and supporters of Hizbut Tahrir outside the hotel of the prime minister. However, supporters of the Pakistan Peoples Party also showed up in good number to express solidarity with the premier.

Electoral alliance not being considered: MQM

The Muttahida Qaumi Movement (MQM) is not considering either an electoral alliance or seat adjustment with any political group, including its current ally the Pakistan Peoples Party (PPP), a top official of the party revealed.
However, the party would consider if the opposition Pakistan Muslim League-Nawaz (PML-N) seeks cooperation ahead of the next general elections.
“We are a political party and believe in dialogue and never close our doors for negotiations,” said Wasay Jalil, member coordination committee and head of media cell of the MQM, while talking to The Express Tribune on Sunday.
“The PML-N has so far not sought any cooperation from us,” he added.
“So far President Asif Ali Zardari, co-chairman of the ruling PPP, has not asked us to enter into negotiations for forming an electoral alliance or seat adjustment. We will decide this issue when the time comes,” he said.
Jalil said the MQM believes in negotiations and partnerships in politics, but it will rely on its own strength rather than seeking cooperation with any other group.
Earlier, on Saturday, the PML-N signed an agreement with a breakaway faction of the Pakistan Muslim League-Quaid called Likeminded for seat adjustment in the next general elections.
According to the agreement worked out through negotiations of over 10 months, PML-N had promised them 11% quota in allocation of seats in the national and provincial assemblies.
On the occasion, PML-N chief and former prime minister Nawaz Sharif had hinted at forging a grand alliance against the ruling PPP for the next general elections.
Alliance with Likeminded was the second booster for a ‘grand alliance’ against the ruling PPP. Earlier, former Sindh Chief Minister Mumtaz Ali Bhutto had announced the merger of his Sindh National Front (SNF) with PML-N.
Like other parties, the MQM would also start public rallies not only in its stronghold, Karachi, but also in other parts of the country, including Punjab where the PML-N is dominant, he said.
The PML-N, after the Supreme Court convicted Prime Minister Yousaf Raza Gilani in the contempt of court case, had demanded the resignation of the premier.
The opposition, dubbed “friendly” during the last four years, started its protest campaign from the National Assembly. Afterwards, the party launched its country-wide protest rallies.
Similarly, Pakistan Tehreek-e-Insaf’s (PTI) chief Imran Khan has also launched a protest campaign against the incumbent government.
In response to opposition rallies, PPP responded on Saturday with a large rally at Kamo Shaheed Sindh where PPP leader and Sindh Chief Minister Qaim Ali Shah threatened a long march of their own, one which would travel to Lahore, and beyond.

Season of politicking : Shah threatens ‘long march’ on Lahore

As the opposition mounts its rhetoric against the ruling Pakistan Peoples Party (PPP), the latter has hit back at a rally in its home base.
Sindh Chief Minister and senior PPP leader Qaim Ali Shah threatened a long march against the Pakistan-Muslim League-Nawaz’s Punjab government – one which would travel to Lahore and beyond.
Addressing a large rally at Kamoon Shaheed, Ubaro, Shah claimed that almost a million people were in attendance, and when the time came, the 55 million inhabitants of Sindh will march onto and lay siege to ‘Takht-e-Lahore.’
Flaying PML-N chief Nawaz Sharif for talking about broken promises, Shah claimed that he had once vowed that he would neither be dictated, nor would he resign.
“But when his supporters marched to Lahore to protest against General Pervez Musharraf overthrowing him in a coup in 1999, they discovered that not only had Nawaz taken dictation and resigned, but had put his hands up against the dictator, pleading for mercy,” Shah said.
With general elections due, Shah also hinted at the possibility of elections as early as November. “November, December is not far, you can try. The people are angry that he (Nawaz) wants to push out the public’s government,” the chief minister said.
He said that when the elections come around, the people would once again vote the PPP into power. “Nawaz was twice given the chance, what did he do for you?” Shah asked, adding that the PPP had “served the public, the poor, farmers and the youth.”
Throwing in his reelection pitch, Shah said that the PPP’s business was unfinished, and that it was their party which would empower women, give jobs to the youth and give rights to people.
Earlier, other PPP leaders also addressed the gathering, and said that Prime Minister Yousaf Raza Gilani is brave for refusing to resign after being convicted in the contempt case.
They also praised him for defending the party and “the Constitution.” The speakers were also highly critical of the judiciary and Chief Justice Iftikhar Muhammad Chaudhry.

Convicted but defiant: Gilani vows to go down fighting

Prime Minister Yousaf Raza Gilani gave the impression on Saturday that he would go down fighting, but would not forgo his right to appeal at any cost.
“Come what may, I will protect the Constitution of Pakistan. I will go to the last limit and exhaust all my options and exercise my right to appeal,” Gilani told a large gathering of leaders and workers of the Pakistan Peoples Party in London.
“I am not one of those who will stab the party in the back and I believe that under Article 248 of the Constitution, the president of Pakistan has complete immunity and is not required to write any letter,” he said.
Expressing what he dubbed was his resolve to protect the country, the premier said: “We will reject any unconstitutional step in Pakistan.”
Gilani said the opposition wants him to resign on moral grounds, while it too has “hundreds of cases pending in the courts.”
He said there were a number of cases against the Sharifs involving the National Accountability Bureau and Mehran Bank, which had been pending for the past 20 years.
He questioned how PML-N chief Nawaz Sharif could take out rallies in support of the judiciary when he himself had cases pending against him. “Would it not embarrass the judiciary?”
His address was punctuated with loud slogans by party workers who pledged their ‘unconditional’ support. Gilani said certain quarters were trying in vain to tell the world that he was no longer the prime minister, adding that if that was the case, the United Kingdom would not have received him as one.
“We do not care if you do not accept me. The world acknowledges me, the Constitution recognises me, the people of Pakistan recognise me,” he said in an obvious retort to Nawaz.
Gilani denies Zawahiri presence
Elsewhere, in an interview with British newspaper the Daily Telegraph, Gilani stoutly denied US claims of al Qaeda leader Ayman al-Zawahiri being in Pakistan.
Gilani, who is currently in London to review the progress on the Pak-UK Strategic Dialogue Process, adamantly denied the presence of the al Qaeda kingpin in Pakistan, saying the United States had failed to provide any “actionable evidence” to suggest otherwise.
The premier added that America’s CIA and Pakistan’s Inter-Services Intelligence agency were cooperating closely, saying: “They should work together, and if there is any credible, actionable information, share it with us so that we can catch him.”
When asked for his own view on Zawahiri’s whereabouts, Gilani questioned: “Why should I think he (Zawahiri) is in Pakistan?”
Replying to another question about Jamaat-ud-Dawa leader Hafiz Saeed, the prime minister reiterated that there was insufficient evidence to warrant his arrest.
“(Even) if you arrest him, he will be released as more evidence is needed to convince the courts. You know the judiciary is completely independent in Pakistan.”
Answering a query about the threat Pakistan Tehreek-e-Insaf Chairman Imran Khan’s popularity posed to the ruling party in the upcoming general elections, Gilani said: “In every election, there’s a perception created by the media that he (Imran Khan) will do better than before; but each time he doesn’t. We’ll beat them (Pakistan Tehreek-e-Insaf) hands down.”

With Likeminded by PML-N’s side: Nawaz’s ‘grand alliance’ gathers steam

PML-N chief Nawaz Sharif’s proposed ‘grand alliance’ against the ruling Pakistan Peoples Party (PPP) got a second boost on Saturday with the announcement of a seat-adjustment agreement for the next elections with the PML-Likeminded.
The general secretaries of both parties signed the agreement at Raiwind, according to which the PML-N will give 11% of national and provincial assembly seats to Likeminded candidates. The issue of party symbol – whether Likeminded candidates will contest elections using PML-N’s tiger – will be decided later.
Insiders added that both parties have also agreed to woo more Muslim League factions.
Earlier on Wednesday, Sindh National Front chief Mumtaz Bhutto had formally announced the merger of his party with the PML-N, giving the latter a major boost in Sindh’s electoral politics.
Seat-adjustment formula
Talking to the media after signing their agreement, Likeminded’s General Secretary Humayun Akhtar Khan and his counterpart from PML-N, Zafar Iqbal Jhagra, said, “The vote-bank of Muslim Leagues has been united to defeat the PPP in the upcoming elections.”
“According to the agreement made between the two parties today, 30 general seats in the National Assembly will be allotted to Likeminded in the upcoming elections,” Akhtar said.
He said the same percentage of general seats will allotted to Likeminded for all provinces, adding that allocation of reserved seats for women, minorities and the Senate will be based on other terms.
According to sources, however, Nawaz has agreed to allot 13, not 30, seats in the national and provincial assemblies to Likeminded candidates.
Strengthening the Leagues
The PML-N chief met with Likeminded’s Chairman Hamid Nasir Chattha for the first time after 1993 to devise a strategy on strengthening the Leagues.
Sources said Chattha has been tasked to convince PML-Q’s former and sitting ministers in the federal cabinet to defect to the PML-N. The PML-Likeminded is a breakaway faction of the PML-Q.
Sources added that Nawaz and Chattha agreed to form a grand alliance, led by the former, against the PPP-led coalition government.
Since the Chaudhrys of Gujrat, the PML-Q leaders, are least likely to join this alliance, sources said that Chattha has been tasked to continue his litigation against Chaudhry Shujaat Hussain and seek his disqualification from the party post.
Chattha, while talking to The Express Tribune, confirmed that he would convince sitting PML-Q lawmakers and ministers to join the grand alliance. Only a politics of alliance would oust the PPP-led coalition government, he said.
Chattha added that formation of ticket-awarding parliamentary boards would be discussed later.
Apprehensions
Sources said that Chattha and his colleagues were not ready to rely on Nawaz over several issues.
Likeminded’s candidates are not sure if they would be awarded tickets to contest the election by Nawaz, if the party merges with the PML-N, sources said.
Nawaz had refused to award party tickets to many aspirants at the eleventh hour, they said, citing the case of Humayun Akhtar, who barely got a ticket in the 1996 elections, and his younger brother Haroon, who was denied a ticket in the 2012 Senate elections.
If the PML-N betrays Likeminded, they would announce an alliance with some other political party, sources added.
The group had entered into negotiations with PTI Chairman Imran Khan last year to discuss a possible alliance. The talks broke down though after Imran asked Likeminded leaders to join his party.
Likeminded’s Punjab chief resigns
Likeminded’s Ata Manika, in protest, has resigned from his party post as president of the Punjab chapter following the party’s alliance with the PML-N, Express News reported.
Prime Minister Yousaf Raza Gilani called him from London, assuring his utmost cooperation.
Talking to the media, Manika said that despite playing a pivotal role in forming Likeminded, the party leadership did not even consult him regarding the decision to form an alliance with the PML-N.
However, later in the night a Likeminded delegation managed to win back Manika who then lent his support to the agreement with PML-N.

Season of politicking: Shahbaz promises Bahawalpur province

After passing a resolution in the Punjab Assembly, the Pakistan Muslim League-Nawaz (PML-N) will now utilise all its resources to receive approval for the restoration of Bahawalpur province in the National Assembly, Punjab Chief Minister Shahbaz Sharif said on Saturday.
Addressing a meeting of PML-N, Pakistan Muslim League-Functional (PML-F) and Bahawalpur Movement workers, at the local Circuit House, Shahbaz said that the request for the formation of a National Commission in the Punjab Assembly resolutions only applied to new provinces, not to Bahawalpur, which should have its provincial status ‘restored’. He said Bahawalpur was a different case and that PML-N would succeed in having this status restored “very soon”.
Shahbaz strongly condemned former president Yahya Khan over his decision in 1970 to deny Bahawalpur provincial status after the One Unit system was revised to incorporate four provinces.
He said that PML-N President Nawaz Sharif’s and the Punjab government’s contribution towards the uplift of Bahawalpur was an example of their commitment and sincerity, adding that a District Headquarters Hospital and various educational projects including the establishment of Daanish Schools were clear proof of the PML-N’s commitment.
The chief minister lashed out against the ruling Pakistan Peoples Party (PPP), saying that the regime had ruined the national economy and had failed to deliver on all fronts, adding that this was “the right time” to stand up against incompetent and corrupt rulers for the national cause.
The chief minister also accused the PPP of trying to divide the country on a linguistic basis, while stating that the PML-N supported the formation of provinces on administrative, political, historical and geographical grounds.
PML-F’s Makhdoom Ahmed Mehmood and Punjab Law Minister Rana Sanaullah were present also at the meeting.
Nawaz’s rally
Meanwhile, PML-N chief Nawaz Sharif addressed a rally in Khushab on Saturday, saying that the party had never indulged in corruption worth “even one rupee”. The rally was part of the opposition’s protest movement against the ruling government.
“Tell me, when Nawaz Sharif was the prime minister, was there any load-shedding for even an hour? This is the difference,” the party chief claimed.

Nawaz threatens to join power protests
LAHORE, May 12: PML-N chief Nawaz Sharif threatened on Saturday to join protests against loadshedding if the government failed to solve the problem within four days.
Addressing a public meeting in Khushab, he urged Prime Minister Yousuf Raza Gilani to resign before filing an appeal against the Supreme Court’s verdict against him in a contempt case.
“If the federal government does not put an end to the menace of power loadshedding within four days, I will be on the road along with the masses in protest against the outages.”
He said the PML-N had built the motorway and made the country a nuclear power during its rule despite pressure from the world community, while the PPP had given loadshedding and inflation.
Mr Sharif said his bold decisions had forced India to hold dialogue with Pakistan on the basis of equality.
He said that under his government there was no energy crisis and Pakistan’s currency was stronger than that of India.
He said a conspiracy had been hatched to keep the PML-N out of the 2008 elections by disqualifying him and Punjab Chief Minister Shahbaz Sharif but it emerged as the second largest party.
He said he had accepted PPP’s mandate for the prosperity and progress of the country but President Asif Zardari had backed out of his promises.
The PML-N chief held the government’s policies responsible for unemployment, price-hike and poverty.
He urged people to support him like they had done in the movement for the restoration of the judiciary so that ‘plunderers and thieves’ could be taken to task.
Referring to the Supreme Court’s verdict against the prime minister, he said the PML-N would not allow the PPP to lead the country to anarchy and lawlessness.
He alleged that the federal government was hatching conspiracies against the Punjab chief minister who was trying to eliminate poverty, unemployment and corruption.
The former prime minister announced a special development package of Rs1 billion for Khushab.
Leader of Opposition in National Assembly Chaudhry Nisar said both the president and the prime minister were ‘convicts’ and as such a cause of shame for the country.
Referring to PTI chief Imran Khan, he said the ‘inexperienced’ tsunami player was misleading people.

Relations between CIA and ISI are ‘good’: Gilani

LONDON: Prime Minister Yousaf Raza Gilani highlighting the importance of Pakistan in the war against terror, urged the international community, especially the United States, to share information to ensure success.
In an interview with SkyTV in London, where he is on an official visit to review Pak-UK Strategic Dialogue Partnership, the Prime Minister said, “we know the importance of the United States. We really want to improve our relations. We are in the middle of discussions and I am sure that better things will come out.”
Pakistan’s relations with US have been on the slide ever since Osama bin Laden was discovered in Pakistan and subsequently killed during a unilateral raid by the US. The Prime Minister conceded that their relation has been one fraught with complications, “there have been lots of ups and downs in our relationship.”
Despite the strained ties, he described the relationship between their respective intelligence services, the Central Intelligence Agency (CIA) and Inter-Services Intelligence (ISI), as “good”, as evidenced by the results garnered. “All high-value targets of al Qaeda – have been achieved with the support and with the help of ISI, with the CIA.”
Hence, he was of the view that given past results, the US should be more trusting of its chief ally in the war on terror, vis a vis the latest exhortations from the Secretary of State Hillary Clinton that al Qaeda chief Ayman al Zawahiri was hiding in Pakistan. “Therefore, when we are working together so closely, I think there should be no hesitation in sharing information with Pakistan.”
Red Cross worker ignored government warning
Commenting on the murder of Red Cross worker Khalil Dale, who was kidnapped at gunpoint in Pakistan in January and found dead last month, the Prime Minister condemned the incident and expressed his sorrow and grief with his family. Gilani, however clarified that Dale’s visa had expired and that he did not follow government’s advice of not travelling to Balochistan.
Replying to a question about popularity of Imran Khan, the Prime Minister said, Khan is “a good cricketer”, but “politics is another ball game”.

Gilani said he has always stressed that the system would be strengthened, once two elected governments complete their terms.
The Prime Minister said it was for the first time that a democratically elected government in Pakistan would present its fifth budget. He said it was also for the first time that the President addressed the Parliament.
Gilani said certain people are now part of politics, who have absolutely no role in protecting the country or democracy. He said it was Shaheed Benazir Bhutto who despite the threats to her life, remained determined to reach out to the people of Pakistan, and even lost her life for the sake of democracy.
PPP strove for democracy, strengthening judiciary
Gilani, whose Pakistan Peoples Party (PPP) has recently come under pressure from Nawaz Sharif’s Pakistan Muslim League-Nawaz (PML-N), said those speaking of a long march are not even capable of a short march. Gilani said it was the Benazir Bhutto who led the march for restoration of democracy. He said it was again the PPP that strove for the freedom and strengthening of judiciary.
Brushing aside political rhetoric, Gilani said it goes to the credit of PPP, who had agreed to Sharif’s desire to become a prime minister for a record third term, making the necessary adjustments in the constitution.
He said if the Pakistan Muslim League-Quaid (PML-Q) and the PPP decide to join hands in Punjab, they could easily form a government. He said the people of Pakistan have given the PPP the right to rule and it has been successfully running a government with the full support of its coalition partners.
The Prime Minister said the credit goes to his party for restoring the 1973 Constitution to its original form, as created by the founder of the party Zulfikar Ali Bhutto.
He recalled a letter by Benazir Bhutto who wanted him to restore the 1973 Constitution to its original form.
Gilani said those who once had two-third majority on the occasion of golden jubilee in 1997 gave a go ahead to a law against terrorism. He said unfortunately it was Sharif who himself fell victim to the same law and was prosecuted for attempting to hijack an aircraft.

SUKKUR: Sindh Chief Minister Syed Qaim Ali Shah on Saturday said the Pakistan People’s Party (PPP) will emerge as victorious in the next general election as well.
Addressing a public gathering organised by the PPP at Kammo Shaheed on the Sindh-Punjab border, Shah said that people had voted for the PPP in the last general elections and the party has come to power because of the struggle and sacrifices of Benazir Bhutto and the party workers.
He said the present government is the government of the poor masses and that it has served the people of the entire country without any discrimination.
The chief minister said that this gathering of more than one million warns Pakistan Muslim League-Nawaz (PML-N) chief Nawaz Sharif not to challenge the people of Sindh or of the country, as many more can be gathered and “head for Lahore.”
He was of the view that being a businessman, politics was not the field for Nawaz Sharif.
Shah said that Nawaz Sharif had taken the dictation from a dictator (Gen Pervez Musharraf) whereas the PPP runs the government in accordance with the wishes and aspirations of the masses. It has given employment to the jobless and empowered the women in the country.
The CM Sindh stated that November-December is not very far off and that Nawaz Sharif should have perseverance and work for the next general elections.
He also pointed out that Prime Minister Yousuf Raza Gilani has seen many difficulties and yet he is steadfast and determined.
