A union on the rocks from the get-go
NO Will and Kate are the PPP and the PML-Q. But the royal ceremony held in Westminster Abbey and the manifestly grimier political marriage in Punjab do have at least one thing in common: a high-stakes bet on the future.
Here in Pakistan, though, there is no romance or misty-eyed hopes for the future. It’s all raw politics and power.
“The politics of ideology has been dead since ’96, if not ’90,” a candid Faisal Saleh Hayat admitted. “Look at the manifestos of the major parties, the economic agendas and the social agendas are the same. A few full-stops and commas here and there, some pluses and minuses, there’s little difference.”
Saleh Hayat was less forthcoming, though, about his own reasons for looking to get past the long-running bitter feud between himself and the Bhutto-Zardaris. “Irrespective of personal opinion, I go with what the party says,” said the PML-Q leader who was once a close confidant of Benazir Bhutto.
For a more frank appraisal of Saleh Hayat’s possible motivations, a former colleague in the Musharraf government chipped in: “The PPP needed 25 (MNAs). The Chaudhrys thought they had the number, but came up a few short. So they were forced to go back and try and rope in people like Faisal. He’ll probably look for (the Ministry of) Water and Power or something like that in the run-up to the next election.”
VERBAL ACROBATICS: The Zardari-led PPP’s strategy to get the budget passed, complete its term in office and to give the party a shot at victory in the next election has set off some breathtaking verbal acrobatics as the potential winners and losers in the PPP-PML-Q alliance begin to take stock.
Here’s Qamar Zaman Kaira on the ‘Qatil League’: “As far as that claim goes, that was when Musharraf was in-charge. The claims associated with BB about Pervaiz Elahi, we have looked and not found anything.”
Here’s Riaz Husain Pirzada, a PML-Q MNA from Bahawalpur rumoured to be in line for a senior post, suddenly remembering global economic linkages: “Yes, inflation is a big problem, but it’s tied to the worldwide price of oil and the price is up because of all that is going on in the world.”
Here’s Abida Hussain, commenting on the rumour that Faisal Saleh Hayat’s inclusion in the deal meant her and possibly her family’s ouster from electoral politics: “We have no intentions of switching parties, we’re staying put. If I have to be scalped, so be it. I admire the President’s resolve for being able to coral them (the PML-Q).”
And here’s Faisal Saleh Hayat swatting away the rumour that Abida Hussain and her family’s heads were the price he demanded for joining the PPP-PML-Q alliance: “It’s hilarious, all of this stuff on news tickers. When we discussed seat-to-seat adjustments (with the PPP), I specifically said that on three seats we want no adjustment.”
“If Abida Husain wants to fight me or Sughra Imam wants to contest against my brother or Fakhar Imam against Raza Hayat Hiraj in Khanewal, we welcome it,” the pugnacious Saleh Hayat claimed.
SEAT ADJUSTMENT: Some rivalries may prove more difficult to resolve when it comes to seat adjustments.
“Gujrat is key for the Chaudhrys and so is an area like Mandi Bahauddin,” explained Amir Mateen, a political analyst. “But there are some real heavyweights there on both sides. What will people like Kaira and Ghazanfar Gul and Ahmed Mukhtar say if asked to step aside for the Chaudhrys?”
Kaira was tight-lipped about his fate, saying: “If the party asks for a seat, I will surrender it, no problem.”
But the PPP information secretary from Gujrat added: “Right now, the Q-League is just joining the government. An electoral alliance is a subsequent thing and we will have to wait and see how that develops.”
Kaira also flagged his own seat-winning potential: “When the Chaudhrys were in power, when they had the prime minister and chief minister’s seats, we opposed them and still won seats.”
Rifts in Q-League: The problems are arguably even bigger on the Q-League’s side. There are already so many factions in
the party that it is hard to keep track of any given day. But a further division has emerged in recent days: between the directly elected constituency politicians and the non-constituency members elected on reserved or Senate seats, such as Mushahid Husain, Wasim Sajjad and Marvi Memon.
A PML-Q insider said: “The ones in electoral politics, who have constituencies, are asking, ‘If we don’t join the PPP, what do we do? We can’t have an understanding with PML-N because they won’t accept us. So we have to look for other alliances.’”
The insider continued, “On the other side, some are arguing that what we should do is, we don’t let the government fall, we support it from the outside. Otherwise elections will be held and no party will get a majority. Elections don’t suit the PML-Q right now.”
For others in the Q-League, the calculation is even more complicated.
Awais Leghari, recently elected PML-Q MNA from DG Khan and scion of the Leghari family bitterly opposed to the Bhutto-Zardaris, had this to say about his party’s alliance with the PPP: “The view of the Legharis is absolutely clear. We told the Chaudhrys we don’t want any ministries, we don’t want any power-sharing, we just want the process of creating a new province in south Punjab, the passage of a constitutional amendment in parliament, to be initiated.”
But the Legharis’ position of conditionally supporting the alliance is being interpreted less magnanimously in some quarters in Punjab. “The Legharis are looking for a face-saving exit. They think Zardari will throw them overboard if they join, which is probably true,” a Lahore-based political analyst said.
The demand for a province in southern Punjab was simply a populist ploy to keep the Chaudhrys from invoking the defection clause against the Legharis, according to the analyst.
So, with the challenges many and the possibility of resistance from myriad quarters, can Pakistan’s latest political union of convenience possibly last?
Few appear to believe it can. After all, the characters involved, particularly on the PML-Q side of the deal, have a reputation as political vagabonds and carpet-baggers, migrating from party to party and constituency to constituency over the last couple of decades.
According to Amir Mateen, “There are lots of imponderables and variables. They’ll get through the budget, but we’ll have to see before the elections. And really, it’s more than the elections, there being so many personal enmities, etc. It looks tough.”
