Suicide bomber kills eight in Lower Dir

Local residents look at the wreckage of a vehicle of a suicide bomb attack site in the small town of Jandol in the district of Lower Dir on April 4, 2011. – AFP

KHAR: A teenage suicide bomber killed a Pakistani anti-Taliban militia leader and seven other people on Monday, in the sixth bomb attack in as many days to hit the nuclear-armed country.

The bomber killed his apparent target as he sipped tea with relatives at a car showroom near a bus terminal in the small town of Jandol in the district of Lower Dir, 200 kilometres from the capital Islamabad.

Pakistani troops fought what was widely considered a relatively successful offensive to expel the Taliban from the area nearly two years ago, but Monday’s attack underscored the precarious state of security in the northwest.

Police said the bomber exploded himself on foot at a bus terminal close to the car showroom, where three people were among the dead and several vehicles were also damaged. The overall death toll had risen to eight by mid-afternoon.

“We have found the head of the bomber. He appears to be a teenager, a 15 to 16-year-old boy,” said Dir district police chief Saleem Marwat.

“The death toll is eight as one more person died of his injuries,” Doctor Mohammad Karim told AFP by telephone from the district hospital in Timargarah, the main town in Dir and about 28 kilometres southwest of the blast site.

Police said the target of the suicide attack was Mohammad Akbar, head of a lashkar, or tribal militia, set up by the government to fight Taliban militants.

Akbar, 55, had survived previous attempts on his life, but was in the show room run by his family members when the bomber hit.

“Malik Akbar died in the blast,” Qazi Jamil ur-Rehman, the regional deputy inspector general of police said.

“Apparently he was the target,” he added.

Residents said local authorities declared a curfew and that the emergency response had been sluggish in the remote town.

“I was in a shop a few blocks away,” Mohammad Irshad, a 30-year-old labourer, told AFP.

“I saw a young boy entering the car showroom where tribal elder Malik Akbar was having tea with his relatives. Soon there was a huge blast.

“The boy disappeared in the smoke that filled the area. His body parts were later seen littered near the show room,” he said.

Local resident Israr Uddin said it took time for ambulances to arrive from nearby towns, so people used private cars to rush the wounded to Timargarah.

More than 4,200 people have been killed across Pakistan in attacks blamed on Taliban and other extremist networks.

Monday’s bombing was the sixth in six days. On Sunday, two suicide bombers killed 49 people, unleashing carnage at a Sufi shrine in the central province of Punjab where hundreds had gathered for a religious ceremony.

Polio drive starts today Focus on refusal cases, hard areas

PESHAWAR, March 6: As the three-day national immunisation campaign begins today (Monday), the health department is facing a daunting task of reaching the inaccessible children below five years to save them from falling victim to poliomyelitis, a childhood ailment that causes permanent disability.

The Khyber Pakhtunkhwa and Federally Administered Tribal Area (Fata) have so far recorded 10 cases of the total 13 in the country this year. Of the confirmed cases, only one child has received 12 doses of the oral polio vaccine (OPV), nine children received between one to five doses and two missed all the doses.

“We are trying to reach the inaccessible children. We cannot afford dragging feet on elimination of polio anymore. This year, the political commitment will prove a landmark in our campaign,” said Dr Janbaz Afridi, deputy director of the Expanded Programme on Immunisation (EPI), Khyber Pakhtunkhwa.

Provincial Governor Masood Kausar will inaugurate the campaign at the Governor`s House today at 10am. During the three-day campaign five million children will be immunised against polio in Khyber Pakhtunkhwa with the help of 9,500 teams and 13,500 lady health workers. The LHWs have been tasked to administer polio drops to children in their respective areas.

The EPI official said that the vaccinators would also cover Afghan refugee children and 1.1 million children in the Fata. He said that all resources would be used to ensure that all children got immunised.

“About 1,800 supervisors will monitor the work of field workers while 179 campaign support persons will supervise the teams,” Dr Afridi said. Besides, 1,550 teams will be available at fixed sites and 600 teams at busy places such bus stands, hospitals` outpatients departments, toll plazas and other points to also cover children moving with their parents.

He said that the EPI had entered into a partnership with the National Research and Development Foundation (NRDF) to cope with the problem of inaccessibility and refusal cases.

“We have also obtained decrees (fitwas) from religious scholars in the tribal area and KP. About 1,700 local prayer leaders and religious scholars are actively supporting the campaign,” said Tahseenullah Khan, the NRDF coordinator.

He said that they had enlisted the support of 1,870 ulema due to which 3,480 refusals cases had been covered.

“We are telling the people that vaccination is the only way of protecting our children. Children cannot speak for themselves and it is the duty of the ulema to help put brakes on the major child health problem,” Maulana Dr Sher Ali Shah of Darul Uloom Akora Khattak told this correspondent.

The Unicef`s Dr Abdul Jamil said that all the children should be vaccinated in every campaign till they reached the age of five. He said that the Unicef, WHO and the government would likely divert the funds to other child health diseases once polio was eradicated.

Dr Imtiaz Ali Shah of the Health Sector Reforms Unit said that all administrative bottlenecks were being removed to ensure that the vaccinators reached the target population. “Like China we can also eliminate polio in two campaigns and we will adopt all measures to ensure that no child is left out of vaccination,” he said.

According to reports, all the arrangements have been finalised for the three-day anti-polio campaign in different areas of Khyber Pakhtunkhwa.

In Lower Dir over 200,000 children below five would be immunised against the crippling disease. The local polio eradication committee representative Waqar Khan told media persons on Sunday that that about 230 families in the Lower Dir district had been refusing anti-polio vaccines in the past.

He said that 517 health workers teams and seven community support persons` teams had been formed to make the campaign a success. He said that transit teams had also been formed for Chakdara and Munda entry points of the district.

Consumer rights project launched

TIMERGARA, Feb 4: With the financial assistance of Law and Justice Commission of Pakistan, a non-profit organisation has launched a project here in Lower Dir to raise awareness of the consumer rights in different sectors.

Talking to this correspondent, a coordinator of the Association for Behaviour and Knowledge Transformation (ABKT) Akbar Jan said the consumer rights project had been launched for 15 union councils of Lower Dir and awareness sessions would be conducted in 10 villages of each union council.

He said that producers, industrialists, traders and sales agents systematically got their due rights while consumers were exploited everywhere in the country. He said that so far awareness sessions had been conducted in some villages of Talash.
Mr Jan said that the local lawyers had been consulted for providing assistance to consumers.

During a session held at Soghalay, Talash, on Friday people complained that traders had been fleecing them in routine. They said

He said that consumers had the right to get access to basic needs of their life. He said that consumers were being neglected by quarters concerned during price fixation. He said that there were complaint cells at police stations and other government departments, but consumers were reluctant to lodge their complaints.

“The Law and Justice Commission of Pakistan will also provide free legal aid to consumers concerning violation of their rights,” he said.
